Some state‐based newborn screening programs in the United States already use sequencing technology, as a secondary screening test for individual conditions rather than as a broad screening tool. Newborn screening programs sequence an individual gene, such as the cystic fibrosis transmembrane conductance regulator, which causes cystic fibrosis, after an initial biochemical test suggests that a baby might have a condition related to that gene. The experiences of state public health departments with individual‐gene sequencing illustrate both the usefulness of the technology (...) and its complexities. Here I discuss how newborn screening programs investigate cystic fibrosis and, as another example, adrenoleukodystrophy through individual gene sequencing. (shrink)

Several scholars and many religiously conservative thinkers have recently charged that Hitler’s ideas about race and racial struggle derived from the theories of Charles Darwin (1809-1882), either directly or through intermediate sources. So, for example, the historian Richard Weikart, in his book From Darwin to Hitler , maintains: “No matter how crooked the road was from Darwin to Hitler, clearly Darwinism and eugenics smoothed the path for Nazi ideology, especially for the Nazi stress on expansion, war, racial struggle, and racial (...) extermination.” In a subsequent book, Hitler’s Ethic: The Nazi Pursuit of Evolutionary Progress, Weikart argues that Darwin’s “evolutionary ethics drove him [Hitler] to engage in behavior that the rest of us consider abominable.” Other critics have also attempted to forge a strong link between Darwin’s theory and Hitler’s biological notions. In the 2008 film “Expelled,” a documentary defense of Intelligent Design, the Princeton trained philosopher David Berlinski, in conversation with Weikart, confidently asserts: “If you open Mein Kampf and read it, especially if you can read it in German, the correspondence between Darwinian ideas and Nazi ideas just leaps from the page.” John Gray, former professor at the London School of Economics, does allow that Hitler’s Darwinism was “vulgar.” Hannah Arendt also appears to have endorsed the connection when she declared: “Underlying the Nazis’ belief in race laws as the expression of the law of nature in man, is Darwin’s idea of man as the product of a natural development which does not necessarily stop with the present species of human being.” Put “Darwin” and “Hitler” in a search engine and several million hits will be returned, most from religiously and politically conservative websites, articles, and books. If religion means a commitment to a set of theological propositions regarding the nature of God, the soul, and an afterlife, Ernst Haeckel (1834-1919) was never a religious enthusiast. The influence of the great religious thinker Friedrich Daniel Schleiermacher (1768-1834) on his family kept religious observance decorous and commitment vague.2 The theologian had maintained that true religion lay deep in the heart, where the inner person experienced a feeling of absolute dependence. Dogmatic tenets, he argued, served merely as inadequate symbols (...) of this fundamental experience. Religious feeling, according to Schleiermacher’s Über die Religion (On religion, 1799), might best be cultivated by seeking after truth, experiencing beauty, and contemplating nature.3 Haeckel practiced this kind of Schleiermachian religion all of his life. Haeckel’s association with the Evangelical Church, even as a youth, had been conventional. The death of his first wife severed the loose threads still holding him to formal observance. The power of that death, his obsession with a life that might have been, and the dark feeling of love forever lost drove him to find a more enduring and rational sub-. (shrink)

‘The Natural System’ is the abstract notion of the order in living diversity. The richness and complexity of this notion is revealed by the diversity of representations of the Natural System drawn by ornithologists in the Nineteenth Century. These representations varied in overall form from stars, to circles, to maps, to evolutionary trees and cross-sections through trees. They differed in their depiction of affinity, analogy, continuity, directionality, symmetry, reticulation and branching, evolution, and morphological convergence and divergence. Some representations were two-dimensional, (...) and some were three-dimensional; n-dimensional representations were discussed but never illustrated. The study of diagrammatic representations of the Natural System is made difficult by the frequent failure of authors to discuss them in their texts, and by the consequent problem of distinguishing features which carried meaning from arbitrary features and printing conventions which did not. Many of the systematics controversies of the last thirty years have their roots in the conceptual problems which surrounded the Natural System in the late 1800s, problems which were left unresolved when interest in higher-level systematics declined at the turn of this century. This paper develops a view of the content of perceptual states that reflects the cognitive significance those states have for the subject. Perhaps the most important datum for such a theory is the intuition that experiences are ‘transparent’, an intuition promoted by philosophers as diverse as Sartre and Dretske. This paper distinguishes several different transparency theses, and considers which ones are truly supported by the phenomenological data. It is argued that the only thesis supported by the data is much weaker (...) than those typically considered in the literature, and has no obvious implications for the existence of sensory intermediaries. It does, however, have implications for the content of perceptual experience. It is argued that combining the first personal project with the transparency intuition yields an error theory of perception. The counterintuitive implications of this error theory are mitigated, however, by an account of perceptual beliefs which allows for them to be true even if the perceptual states are non-veridical. This study contributes to the burgeoning research on corporate social responsibility (CSR) at the individual level of analysis, in a hitherto largely neglected developing country context. Using survey information collected from 297 employees in public and private enterprises in Kosovo, this study examines how and to what extent employees’ perceptions of their employer's CSR activities are associated with their intention to emigrate. Applying a needs‐based framework, this research provides evidence that employees’ perceptions of CSR are positively related to the meaningfulness (...) of their work and job satisfaction and negatively related to intention to emigrate. Additionally, results confirm that the association between CSR perceptions and emigration intention is mediated by the meaningfulness of work and job satisfaction. From a practical point of view, this research should encourage private and public enterprises in developing countries to enhance and extend their CSR engagement. (shrink)

Originally published in 1983. The nineteenth century was a time of great economic, social and political change. As Europe modernized, previously ignorant and apathetic elements in the population began to demand political freedoms. There was pressure also for a freer press, for the rights of assembly and association. The apprehension of the existing elites manifested itself in an intensification of often brutal form of political repression. The first part of this book summarizes on a pan-European basis, the major techniques of (...) repression such as the denial of popular franchise and press censorship. This is followed by a chronological survey of these techniques from 1815 – 1914 in each European country. Ever since Ph. Kohlmann in his Teubner edition of the Thebaid asserted that he had used cod. Parisinus 13046, one of the MSS. formerly of St. Germain des Prés, this MS. has been known by reputation to his successors and other students of Statian textual problems, and, designed by the letter S, it is alluded to and cited in the edition of Garrod and in the newer Teubner of Klotz, which appeared in 1908. The two later editors confessed that they (...) themselves had not examined the MS., but were relying upon the information accessible in Kohlmann's edition. Doubts having been cast from more than one source upon Kohlmann's accuracy and the soundness of his reports, while at the same time the importance of S as a member of the ω group was emphasized by Mr. Garrod and Dr. Klotz in spite of the incomplete evidence at their disposal, it seemed worth while to the writer to examine the MS. for himself and to make a thorough collation of it. Robert Fogelin here collects fifteen of his essays, organized around the theme of interpreting philosophical texts. The essays place particular emphasis on understanding the argumentative or dialectical role that passages play in the specific context in which they occur. The somewhat surprising result of taking this principle seriously is that certain traditional, well-worked texts are given a radical re-interpretation. Throughout the essays reprinted here, Fogelin argues that, when carefully read, the philosophical position under consideration has more merit than commonly (...) believed. I present results of recent work in the field of quantum optics and relate this work to discussions about the theory of quantum mechanics and God's divine action in the world. Experiments involving atomic decay, relevant to event uncertainty in quantum mechanics, as well as experiments aimed at elucidating the so–called Schrödinger’s–cat paradox, help clarify apparent ambiguities or paradoxes that I believe are at the heart of renewed attempts to locate God within our constructed physical theories and tend to narrow (...) the gaps proposed as an opening for divine action. Some problems arise because of imprecise use of nonmathematical language to force quantum mechanics into an intuitive “classical” framework. (shrink)

In a recent article I observed that Livy sees a dialectic at work in Roman history over the course of the reigns of the first four kings. The first king, Romulus, is associated with physical strength and is devoted to war. His successor Numa is devoted to peace and to the advance of religion, law and the civilizing virtues. The Romulean thesis, having been answered by the Numan antithesis, reasserts itself in the reign of the third king, Tullus Hostilius. This (...) time, devotion to war is even more intense: Tullus is ferocior than Romulus. Excessive devotion to war, however, entailed the neglect of other things: towards the end of his reign, during a plague to which he himself eventually fell victim, Tullus turned to religion, hoping that the gods would end the pestilence if he could balance his Romulean devotion to war with a Numan concern for sacra. But his efforts were too late and inept. It was not until the reign of the fourth king, Ancus Marcius, that a synthesis was achieved. Ancus had a medium ingenium that fused the Romulean and Numan tendencies. The adoption of the ius fetiale by the Livian Ancus symbolizes this synthesis: the ius fetiale was a martial ritual, but it also acknowledged the Numan claims of religion and right. (shrink)

The question I address here is whether there is anything about what Rattan describes as the normative and perspectival aspects of propositional attitudes that demands a relational account of the attitudes, specifically anything that cannot equally well be explained on measurement-theoretic accounts of the sort that I (and others) have defended which do not incorporate or presume a cognitive relation to a proposition. I argue that there is not.

These three fields all have as their central objective the reconstruction of evolutionary "trees of history" that depict phylogenetic patterns of descent with modification among species, languages, and manuscripts. All three fields flourished in the nineteenth century, underwent parallel periods of quiescence in the early twentieth century, and in recent decades have seen widespread parallel revivals. (...) Household structure may have strong effects on reproduction. This study uses household demographic data for 59 women in a Caribbean village to test evolutionary hypotheses concerning variation in reproductive strategies. Father-absence during childhood, current household composition, and household economic status are predicted to influence age at first birth, number of mates, reproductive success, and pair-bond stability. Criterion variables did not associate in a manner indicative of r- and K-strategies. Father-absence in early childhood had little influence on subsequent reproduction. Household wealth (...) and alloparenting were positively associated with age at first birth. Alloparenting was negatively associated with reproductive success. Women in long-term conjugal unions had higher reproductive success than did single women. Number of adult male kin resident in the household was negatively associated with women’s number of mates. Trump’s election renewed discussion about the Electoral College, mostly centered on its disparity with the popular vote. Yet much commentary about the Electoral College neglects its original purpose grounded in the Founders’ concern to provide for indirect election to many important offices. The Founders’ project entailed determining the people’s aptitude to elect the types of individuals desirable for high office, in an attempt to harmonize their dual commitments to political right and political legitimacy. The Electoral College’s function was soon frustrated (...) by the rise of political parties, yet parties came to serve at least part of that function, with party leaders standing as a moderating force between the people and the presidency. However, the 2016 elections suggest that parties no longer play this intermediary role effectively. Examining the steps that led to this result, we seek to provide a reminder of the enduring thesis that the dangers inherent in republicanism require creative republican remedies. (shrink)

An unprecedented level of confidence has recently crystallized around a new hypothesis of how living placental mammals share a pattern of common descent. The major groups are afrotheres (e.g., aardvarks, elephants), xenarthrans (e.g., anteaters, sloths), laurasiatheres (e.g., horses, shrews), and euarchontoglires (e.g., humans, rodents). Compared with previous hypotheses this tree is remarkably stable; however, some uncertainty persists about the location of the placental root, and (for example) the position of bats within laurasiatheres, of sea cows and aardvarks within afrotheres, and (...) of dermopterans within euarchontoglires. A variety of names for sub‐clades within the new placental mammal tree have been proposed, not all of which follow conventions regarding priority and stability. More importantly, the new phylogenetic framework enables the formulation of new hypotheses and testing thereof, for example regarding the possible developmental dichotomy that seems to distinguish members of the newly identified southern and northern radiations of living placental mammals.
